Immigration Minister Philip Ruddock said the report was emotive, subjective and lackedcredibility, and releasing children from the detention centres would run the risk of allowingfamilies to abscond.
But Mr Crean said trials that allowed Woomera child detainees to live in the communitywith their mothers had been successful and had proved Mr Ruddock wrong.
"There were no people absconding," Mr Crean said.
"If the trials were successful why wasn't it introduced in full?"
He said the government's Pacific Solution had been exposed as a costly failure.
"It is the political solution not the Pacific Solution and it is doing Australia damageon international scales," Mr Crean said.
He said Woomera should be closed and other detention centres more open to media scrutiny.
